H-BOAT WORLD CHAMPIONSHIP

2-9 AUGUST 2014

 

THE ORGANISZING AUTHORITY IS VARBERG YACHT CLUB IN CONJUNCTION WITH THE SWEDISH H-BOAT CLASS ASSOCIATION ON BEHALF OF THE INTERNATIONAL H-BOAT CLASS A5SOCIATION

THE REGATTA CENTRE WILL BE AT VARBERG INNER HARBOUR  

 

NOTICE OF RACE

 

1                                RULES

1.1             The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

 

1.2             No national prescriptions will apply.     

 

1.3             The IHA World Championship rules will apply.     

 

1.4             Racing rules 35, A4, A5, 60.1(a), 62.1(a), 62.2 and 66 will be changed as follows:

  • RRS 35, A4 and A5 will be changed to state that boats failing to finish within 30 minutes after the first boat sails the course and finishes, will be scored Did Not Finish.  
  • RRS A4 will be changed to state that a boat starting later than 4 minutes after her starting signal will be scored Did Not Start. 
  • RRS 60.1(a) will be changed to state that a competitor can not protest another boat or competitor for breaches of specific parts of the sailing instructions. 
  • RRS 62.1(a) will be changed so failure to meet the target time will be not be grounds for redress. 
  • RRS 62.2 and RRS 66 will be changed to shorten the times for requesting redress and for requesting that a hearing will be re-opened on the last day of racing. 

The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.      

1.5             If there is a conflict between languages the English text will take precedence.

1.6             If there is a conflict with the Notice of Race, the Sailing Instructions shall prevail except that neither change nor alter a Class Rule. This changes RRS 63.7.

 

2                ADVERTISING AND BOW NUMBERS

2.1            Boats may be required to display bow numbers and advertising chosen and supplied by the organizing authority.       

 

 

3                ELIGIBILITY AND ENTRY

3.1             The World Championship is limited to 70 boats plus the current World Champion and the president if they want to participate.     

3.2             ISAF eligibility as described in Regulation 19 is required for all competitors.    

3.3             The eligibility as described in IHA World Championship Rules will apply.     

3.4             The international H-boat World Championship will be raced with one helmsman and two or three crew members.

3.5             The weight of all crews shall be controlled according to Class rule 4.1. The crews will be weighed at registration. 

3.6             Valid Measurement Certificate, Crew List and List of Sails must be presented at on-site registration. 

3.7             Eligible boats may enter by completing and sending to the National H-Boat Association (NHA): Entry Form B, payment of Entry Fee €480,- to the account of the NHA, copy of Measurement Certificate of the boat. Last day of entry is 30 April 2014.

3.8             No entry is complete until it has been accepted by the Organizing Authority and the International H-Boat Class Association. And a boat is not registered before the Regatta Fee is paid in full.

3.9             Each participating boat shall be successfully registered and measured (including crew weight) before the first warning signal in the championship.

 

4                FEES

4.1             Entry fee is 480 euro per yacht.

4.2             The fee includes mooring and launching and haul out at the end of the regatta, Opening Ceremony with food, After Sail each racing day and Prize Giving Dinner.

 

5                COMPETITION FORMAT

                  Nine (9) races are scheduled for the World Championship

6.2             Maximum 3 races may be sailed per day.

6.3             No warning signal will be given later than 14.55 the last day of racing.

 

7                MEASUREMENTS

7.1             Each boat shall present a valid measurement certificate at registration.

7.2             The number of sails used at the World Championship is restricted to one mainsail, two jibs and two spinnakers of which one shall be sealed. Each sail shall be measured and signed by a certified measurer before presented for World Champion inspection/check. After a sail has been checked and stamped, no change or major repair may be done during the series. In case a sail needs to be repaired, a request has to be handed in to the jury. The sealed spinnaker is only to be used is the number one spinnaker is severely damaged. The damaged spinnaker has to be presented to the jury directly after racing.

7.3             The hull weight of at least 10% of the entered boats will be checked before the end of measurement time, if the conditions allow an accurate weighing procedure. A list of the boats that are to pass the weight check will be presented at the race office. Those boats shall be presented at the launching dry and stripped of equipment that shall not be on board according to the class rules.

 

8                SAILING INSTRUCTIONS

                  The sailing instructions will be available upon on-site registration.

 

9                VENUE

9.1             The regatta centre will be at Varberg Inner Harbour, see regatta website xxxxxxx

10              THE COURSES

                  The courses will be windward/leeward (W/L) courses with a target time of the first boat to finish of 90 minutes.   

 

11              PENALTY SYSTEM

                  Decisions of the international jury will be final as provided in rule 70.5.     

 

12              SCORING

12.1           Five (5) races are required to be completed to constitute a World Championship.     

12.2           (a)  When fewer than 5 races have been completed, a boat’s
            series score will be the total of her race scores.    

(b)        When from 5 to 9 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

 

13              SUPPORT BOATS

13.1           Support boats shall be marked with national flag or national letters. Support boats, team leaders, coaches and other support personnel shall register at the Race Office within the registration time (see schedule).   

 

14              BERTHING

                  Boats shall be kept in their assigned places while they are in the harbour.

 

15              HAUL-OUT RESTRICTIONS

                  Keelboats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the race committee.

 

16              DIVING EQUIPMENT AND PLASTIC POOLS

                  Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

 

17              RADIO COMMUNICATION

                  Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.   

 

18              PRIZES

                  Prizes will be given as follows:

18.1           Prizes will be given to the top ten boats in the regatta.

18.2           The World Champion will receive the H-Boat Gold Cup Trophy.

18.3           Medals will be awarded to the helmsmen and crew of the top three boats.

 

19              DISCLAIMER OF LIABILITY

                  Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.   

 

20              INSURANCE

                  Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1 million euro per incident or the equivalent.    

 

21              RIGHTS OF AUDIO, VIDEO AND PHOTOGRAPHS

                  By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.

 

22              CAMERAS AND ELECTRONIC EQUIPMENT

                  Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the organizing authority.
